Yesterday Jen and I discussed requiring a photo ID that matches the the info/address on the application. None of the other rescues we've work with has that requirement.
We've run into a couple real whackos in the last week trying to adopt from us and we are trying to figure out how to protect our animals in any way we can. We thought photo ID would be one way.
What do you think?

I would suggest it be done. We always got people's DL Numbers in case of a problem. Like the one who had someone distract the adoption counslor and walked out with the dog with out getting the final approval or paying the adoption fee. With the DL number the police made a few quick calls and threats (Which included me and child on my breast) to show up at their home and take the dog back before the dog was brought back to us unharmed.

Yes, absolutely. And I'd require a DL# on the adoption contract.
Another thing I think is a good idea is an annual "reminder" postcard to all former adopters, and I think I'd do a monthly batch in the adoption anniversary month:
"Please don't forget to notify us of any change in your contact information, so we can keep our microchip records up to date. If your pet is ever lost or stolen and then found by someone other than you, accurate contact information is essential in getting your pet back to you as quickly as possible.
Thank you again for adopting a pet from ____________ Rescue, a 501(c)(3) non-profit organization."
Provide an address, phone number, and e-mail address to make it easy for them to do it. If any postcards are returned as not-deliverable, then it's time to do some research and see if you can locate them so you can keep accurate records.
This can generate additional donations, too, without actually asking for money.
